Evaluation of the Family Drug Treatment Court Pilot Program

In 2016, Court Services Victoria (CSV) appointed HOI to undertake an evaluation of the Children’s Court Services Family Drug Treatment Court (FDTC) Pilot Program to assess the impact of the pilot program, identify and assess the efficacy of the program, and conduct a cost benefit analysis. The primary objective of the FDTC pilot program was to support substance abusing parents to provide the best chance of rehabilitation and of being reunited with their children.

The four-stage evaluation methodology included the following activities: development of a detailed project plan; development of an evaluation framework to support data collection; conduct of process evaluation and outcomes evaluation; triangulation of data collected; cost-benefit analysis; stakeholder interviews; production and delivery of a Final Report, including recommendations.
